The governor of the eastern Kharkiv region said Russian attacks on “critical infrastructure” had disrupted electricity and water supplies, while the head of the Dnipropetrovsk region said Moscow’s forces had “hit energy infrastructure” in relatiation for “defeat on the battlefield”.
